States can aid facility owners by pre-qualifying a pool of ESCOs to simplify the facility's owner's process to select an ESCO for a project. This approach has proved successful in many states and is an ESC-recommended Best Practice. Alternatively, each facility owner can go through a traditional RFP process. The sample documents below can be customized for either situation.

  • For state programs (streamlining the procurement and contracting process for facility owners in your state and setting the stage for a successful state program)
  • For facility owners (where there is no state program providing pre-qualified ESCOs)

State energy offices or similar entities can customize these documents to streamline the procurement and contracting process for facility owners in your state, and to set the stage for a successful state program.

In 2014, the US Department of Energy commissioned a group of experts to revise, for the first time since 2011, the Sample Procurement and Contracting Documents for guaranteed energy saving performance contracting that have been adopted and used by numerous states throughout the country.
