This approach has proved successful in many states and is an ESC-recommended Best Practice. Alternatively, each facility owner can go through a traditional RFP process. In 2014, the US Department of Energy commissioned a group of experts to revise, for the first time since 2011, the Sample Procurement and Contracting Documents for guaranteed energy saving performance contracting that have been adopted and used by numerous states throughout the country.
